Engine Bay "Decorating" questions

Just a quick couple of q's question...

Whats the process for polishing?

Also what sort of paint should be used to paint the actual engine (the bit that everyone normally polishes) as Scottie2Hottie has done here... http://www.cliosport.net/forum/showthread.php?t=208596

should it be rubbed down first or just paint straight on top...

smoothing the engine over 1st will give a cleaner finish but i would also advise to get a good high resistant paint and undercoat too . clean the engine as best as possible before starting as well .
