Wire brush !?!

Keep going at it with the wire wool and metal polish till you get a finish your happy with, then follow it up with metal polish on a cloth, and finally SRP.

just the end tips, that stick through the bumper. outer edge and first 1" or two inside.

Dull or proper Black?

Good soak first with AG Engine and Machine Cleaner and then lots of wire wooling.

might be an idea to clean it whilst hot , go for a drive 1st , come back and try to clean it then as it's hot you may clean it easier , careful though you dont burn yourself ....
