Full screen image viewer?

I know vista has a full screen image viewer, But i dont think you can scroll, zoom etc whilst viewing each picture.

Does anyone know of any software that can do this? I.e. View a large photo in full size on my monitor and be able to zoom and scroll about.

Had a little search on google, But cant see to find what im after.
