Half brake surface contact

Had my brake discs and pads changed recently and have noticed that the outer half of the disk is clean, and the inner inch or so is rusty where the pads havent made contact. Are the pads slightly raised when new on the outer edge to cause this? Or are my calipers foofed. Same on both sides on the front.

one of those issues that's hard to tell without seeing it, but something is seized/jammed. Could be an issue with the caliper sliders, or very possibly the pads are excessively tight in their seats and need lightly filing to be a perfect fit
 
My rear offside is doing this with new pads/disks as well. Can get a second hand caliper for £20 so I'm just gonna replace it as taking the pipe off the caliper its getting fluid through ok.
