Heater problem 172

Ive been having problems with the heater on my 172. I set the temp to max (climate) and then give it a few mins to warm up etc. But it never gets warm, if i turn the ignition off and restart the car, the heat comes out fine. Its like its intermittent?

Check the coolent pipes to the matric in the cabin are getting hot.

The problem i get is the teeth or motors which adjust the airflow are damaged or worn. I'd hope notthough as there a pain to chnagain dash off again.
