Right this is an odd one so bear with me.

I've driven through some flood water recenetly & some surface rust has appeared on the hubs (tophat) of my brake discs, not the end of the world but it's annoying me. It's not proper rust as these are painted & it does rub off relitively easily with a cloth.

My question is whats the best way of cleaning this without removing the wheels? is there anything I could spray on to it in order to jet wash it off?

Any help would be appreciated as I'm planning on giving it a good clean tomorrow.

A detailing brush and some wheel cleaner works. Or strong dilution of APC. But you're going to have to touch it to get it off - spray on jetwash off products are unlikely to touch it.

Most people have the same issue which is why they are repainted as part of some detailers' routines.

They are a pain. Mine are starting to go again - brand new discs and painted hubs in September last year. Less than six months!
 
As you said, it's just surface rust i.e. iron/contaminants from the brake pads rusting on the surfaces of the hub/disc sides.
