No, the pretensioner is in the clip that you push the buckle into mate, bolted down to the floor.

no thats the belt reel thing, the tensioner is the buckle with a big cylinder tube attatched to it

thats the inertia reel, the pretensioner is part of the buckle and is a cylinder which contains explosives
