K4J adjusting cams without removing belt?!

  2003 clio 1.4 16v
Hi I am new to the forum , recently picked up a 2003 Clio 1.4 16v , pretty smart looking , have some borbet 14x8's to go on along with some coilovers

however having trouble with a rough idle (said no one ever!)

I had changed the cambelt and waterpump myself (with all the correct timing tools)
however I did not slacken off cam pulleys when refitting (think someone has messed about with the pulleys as is is impossible to get everything lined up and the belt to fit on the pulleys(its like one tooth in either direction only)

can I just get the engine to TDC stick the locking pin in , and then slacken off the cam pulley (the one that isn't timed correctly) and bring it back into alignment using the cam tooland then tighten up nut (obviously replacing the caps at the end afterwards
