PAS problem fixed! But left a bit out?!

Car  AB182, Audi A5 3.0
My PAS problems have been fixed now with a new PUMP and aux belt kit :) I noticed the garage left the side lining out though (which can be seen in the pic below on the left before the work was done), is this ok or does it need to be in there? Whats its purpose in life?

What was the issue the pump caused? Got a steering issue the now and don't know what the problem is!!
 
Don't wish to spoil things but that tensioner doesn't look new (a new one comes with the kit).

Yes thats becasue its the OLD tensioner!! that image is just showing the lining that used to be there (which isnt anymore), as stated in my OP - "which can be seen in the pic below on the left before the work was done" :p

Thanks for the info johnff. Can anyone else shed light on the purpose of the lining and if its needed at all?
 
ah ok. Does it also stop water from reaching the belt? Does it even matter if water gets on the belt (from rain etc)?!
 
My Ph1 doesn't have the sound deadening there, just the wheel arch liner so I believe it won't matter if it's left off.

never seen one on a 172. Believe it was a 182 "refinement" addition to make them a bit quieter
