Ph1 172 little help with some things

I have the chance to buy my mates ph1 172, its done around 102k need alot of TLC on an X reg,

1st of is a rough cost to offer him as I have seen them go from £900 - £2900+

Its not totally mint, been off the road for over 12 months now, still runs etc.... cambelt been done and still in MOT (just!)

my other mate who mot'd it said it needs brakes, pads, tires, exhaust, air con re-gassing also has a leak from the PAS line, he said it needs a new hose's.
2nd is How much of a job/cost is it to change?

I'm thinking of a project/toy/everyday runner.........

your taking a few hundred for that if you do it yourself, how desperate does he want to get rid? does he know how much they go for? list all the problems to him plus it needs a mot, then make him an cheeky offer....he can only say no and negotiate
