What is the container for next to the coolant? On the left?

Cleaned my engine bay up the other night and had a quick wipe of this anad a look inside and it looks empty. Hard to see if its below the min line. Is it for the power steering?

If it has run dry the PAS pump will be fooked, no?

It should never really 'use' any fluid unless it's leaking somewhere.
