Rear caliper not winding back far enough

Can anyone shed any light on why this might be. Piston winds in and out nicely, but when trying to slide the pads in I need a little more space.
I searched and saw mention of spacers missing on discs for Cup models, but mine is a standard 172.
The previous set of pads fell out due to a failure of the retaining clips, this mean the piston had been pushed all they way out, would this have caused any issues? I assume not as it easily moves in and out of the caliper.

The slider makes no difference as it moves with the caliper?
And what bolts? theres no bolts on the rear calipers that need to be removed when doing pads?

The other side went in fine and I did nothing different.
