Rumble when lifting off accelerator

  Clio Mk2 1.2 16V
Hi all, I've just bought my daughter a 2003 Mk2 Clio 1.2 16V Dynamique Billabong as her first car, with 70k on the clock.

Now to the issues, the car has started to rumble when you lift off the accelerator. It had the cam belt etc changed last year, and on closer inspection/investigation the noise seems to be coming from the aux belt driving the altinator coming from the bottom pulley wheel.

It's a single belt model, no AC etc and it's pretty annoying.

Any ideas?

Does the bottom pulley wheel have a stand alnie bearing?
Possible altinator issue?

I'm also going to replace the top engine mount as it seems in a bad state of repair
