Should the front strut nut be tight?

Hi guys,

Should the nut on top of the front struts be tight? The ones you can see when you open the bonnet, at either side?

the nuts themselves should be tight but the rubber rimmed cups that they're held by can sometimes spin freely. i don't think this is a problem myself (having taken them off to have a look at their construction) but would be interested in hearing to the contrary if i'm wrong
