Steelie Question?

Hi, My bro has gone down a big hole and bent one of his rims on his 1.2 8v Grande clio mk2 ph1.

So the question is: is there an offset on steelies too like alloys? if so what is it?

or can i just get any 14" rim and it will be ok?

I know its a silly question but need to find out so any help will be good.
