Swirl marks!!

Been thinking about investing in a polishing mop for my car but i dont really know what im looking for, ive used good old elbow grease and clay bar on the car and there are still signs of these swirls marks.
So really, im just looking for some advice on what to buy, as in do i need special polish for the mops? Im not looking to spend loads, i did see this http://www.elitecarcare.co.uk/kestrel-das-6-dual-action-polisher-and-free-pads.php?cPath=71 and that looks about right? Are they good?

To answer you question on what mods to start with I would fix any problems i.e fogged headlights, then some chrome indicator bulbs, the first big thing I would do is a CS grille they make a big difference, and finally colour coding side strips, exterior handles and so on...
