Video editing?

Someone at work asked me this and I've no idea so I'm hoping for some help!

They have got an hour long .wmv file and they want to

1) add chapters
2) once they've done that, get it to play in a normal DVD player


Anyone know some software and if possible some how to links?

Not 100% sure but I think Nero would do all that, check it out
