Weight blocks

  Clio II 1.6 16V 2008
I have found two cast iron blocks bolted on to the right side of the engine bay (car is RHD). One is bolted underneath the right top engine support and the other is seen between wheel well and engine (have pictures but can't find a way to upload them). I presume this are weights to compensate for driver.
Can they safely be removed? What is the easiest way to remove them?

they're noise/vibration damping ballast blocks. not noticed the one in pic 1 before and can't really see it properly, but the one in pic 2 can be removed safely

Weird I could only find it on one side of the engine and I can't seem to find any reference to them in the manuals I have. Can no. 2 be removed with front bumper in place? Would vibration/sound increase considerably?
