What on earth is this hose?

Fitting my new skoda splitter this morning and came across this end of a hose dangling around the back of my nearside foglight. one end feels like it goes into somwhere just infront and slightly below my battery, but this end should belong somewhere right?

ahhhh, ball on that side has dissaparead too? so guessing previous owner has unplugged it so it doesnt squirt with there being no ball!
