Windscreen speed.

I've got a 1.2 rush so its the most basic clio know to man. I've owned it for 4 years and I've only just noticed that when standing still the wipes slow down to the lowest speed then speed up as soon as I set off.
I can't believe that;
A- I've only noticed after 4 years.
B- A really basic clio would have speed detection wipers.

Therefore I'm sure this is a technical problem. Any ideas?

it's standard on most renaults "smart wipers"

If you turn the wipers on when the car is stationary, the wipers will stay at the set speed.
If you turn the wipers on while the car is moving (above 5mph I think) then when you stop, the wipers will switch to the next speed down untill you move off.
