Wtf is this?

Only someone who is new to mechanics would even ask. The idea is that the fan will force induction into your engine.
Problem is the fan isn't powered so only spins by using air suction already being generated - problem 1 is it restricts air flow
then it will keep spinning (slowing down) once you no longer accelerate - problem 2 your forcing the air when you don't need it
It doesn't actually have enough power to force air (hence why electric ones don't work)

I know the concept, just didn't see why it was needed that is all. Thank you for the explanation, so it would actually work alot better without a fan then.

Yeah, it will restrict air flow. It's like the electric "turbos" will make your car go wierd at traffic lights. It would be best without it and then it will just be a air filter, expensive for an unbranded cheap air filter though. You'd be surprised the amount of 1.2 clio's and saxos and corsas you see with these in Swindon

Arh I see, thank you for clearing this up. Just wondered what the point of having a fan at the end of an intake for an enclosed induction kit was lol. Haha, im not surprised by that.

On another note, with my 1.2 16v Clio I have a K&N cone filter that I took off months ago and replaced with my standard set up just with a better intake pipe, would I be better off with a panel filter or is there no point at all?

I got in a lot of trouble with 2.0l BMW's and Mini Coopers etc so am stuck myself with a 1.2 8v for the mean time, I got to say that my car prefers its standard air filter, I could make it sound beefier but they are designed like that for a reason, you can spend big money on good ones but people put £££ into R&D for great ones. If you want some noise go for a cone otherwise you won't notice much performance gains

As I said, ive got a cone, so im not after noise as I also have a ktec system.
