Depending on what type of processor it is, you could try manually setting the FSB in bios. My old PC is currently running at 266mhz (AMD Athlon XP 3200+). Be aware that chageing your bios can totally fuk your PC so, make sure you have the right cooling any check and documentation you have.

If the money isnt a problem, and you'r going to get alot of use out of the machine then go for the Alienware. If you'd perfer saving yourself a bit of cash, or you not gonna use the machine day and night then go for the Dell (its a decent enough machine).
