Aahhh, it seems the problem lies into the 'immobilised software' you are using.
I can test the software here for you, if you want, on a Live ECU.
At least we will know for sure if its caused by the software.
Have seen something like this once, with a stripped out mk1. Airbag related if I recall correctly.
The rev limiter was at 6500 rpm ignition cut. Instead of the usual >7200 rpm Fuel cut.
1) No need to. Performance .cals can be downloaded for free.
2) The built-in datalogger will show if your car will benefit from another calibration (map).

RSTuner gives you an unbiased result of ATW power. People are used to flywheel numbers which we choose not to implement in the software as the total drivetrain loss is greatly dependant on Tyre /Tyre pressure.
Under the right conditions the PA is pretty accurate due to real world conditions.
The standard log plenum holds up pretty well. Franx Clio is touching 190 REAL engine HP with nothing special apart from the C&B's. Besides that you need to midrange torque with a 5-speed box.
Even more astonishing, puts out the same power as a stock 197 on that RR.
Torque curve is almost similar as well, with the 172 a bit stronger between 6500-7k and the 197 a little bit above 7k.
Mod list for the 172 > 197 upgrade,
- C&B cams
- Custom remap > VVT disable at 7150 rpm
- 182...
You always have to update the .cal file. Sometimes also the .rst file depending on what software version your ECU has. Which can be seen after connection is made on the main screen.
