I was getting 40 - 43mpg the other night sat between 70 and 90 with some drop down gearchanges (no city driving) on a fairly high modded engine set up
MPG in these are crazy good vs the performance!

Check to see whats causing the wear on the auxiliary belt, cracked broken pulley, worn pulley bearings. If theres no visable signs then it must be age related thus you want to get that cambelt done at the same time too imo
IIRC you stick the whole lot in, we did at the time anyway. Not 100% sure, it was a while back but we just followed the instructions im sure.

No dont adjust the throttle stop gromit. All you need to check is to see if the holder is going back into position ie, sitting up against the stopper.
If its a spring on the TB or cable fault you'll usually find at least a 2mm gap. Close the gap and the car idles back to normal if this is the...

Still shouldnt effect mpg by that much. You sure one of the lambdar sensors is not away? Imo you maybe have two issues with it
Sounds like the common TB spring problem or the cable. As your able to blip the throttle and it brings the revs down could be more like the cable as from my experience the spring is more stubborn, ie takes more than simply blipping the throttle to bring the revs down.
