Yep, it's strange how their can be quite a big price difference between them sometimes. Admiral were coming up with a quote about £300 more expensive for me than Elephant, and Bell were somewhere in between.
Try Elephant if you haven't already. The Bell and Admiral quotes you gave seem pretty reasonable to me for a first car tbh. Not got an auntie/female family friend who would also go on the policy as a named driver?
If you're after a bit of both I'd get some new standard shocks and some Eibach sportline springs, from what most people say on here they're not much stiffer than the standard springs but will improve the looks and handling a fair bit.
I don't think you understand how coilovers work, no set of coilies will ever be as comfortable as a new set of standard shocks. Handling will be improved by miles but at the sake of comfort.
Cable ties will scream unsafe car to an MOT tester so I'd say they'd still fail it. As long as the front springs are intact and don't wobble about you should be fine with them.

Who else have you tried? Elephant and Bell are usually good for young drivers, Elephant especially for me.

Coilovers are only worthwhile on a 1.2 if you want to lower the car quite a lot, and if you are after lowness then no matter what you put on it's going to be bumpy.
