The Williams F7R unit has sharper cams and polished inlet exhaust parts (as well as the obvious bottom end change) over the 16Vs F7P unit. On that basis Ive also heard that it isnt worth polishing/porting the inlet parts of a Williams engine.

As has already been said, get a feel for the seller. I sold my Valver with 105k on the clock and it was a minter. But when I was looking for a Williams, some with only 50k on the clock and 1/2 owners were nails.
I got 240 miles out of my first tank of petrol on my standard Williams. That did include some "enthusiastic" driving, but my 16V was getting 300 miles to the tank in similar conditions.
