The bonding is an issue because if people are anything like me (:o) you change your side bullets at least twice a year!
With one set bonded on that simply wont be an option.

The other option is to have a poke about. Can he/you see any damaged pipework. Are all the jets clear of blockages?
I'm not sure on a T reg clio but I know the newer Mk2's use same pump front and rear.
Well without going into detail, Dutty's is quite simple really... you just need a remote feed from the correct +ve in the courtesy light to the remote pin of the headlight relay.
The fog light one is as simple as linking the 2 relays but you'll need a diode or it will work in reverse also...
Post some pictures by all means but any breaks in the element I doubt will show up.
Photos of the connectors would be good though.
As for repairs well there is a solution available for re-joining the element. Most motorspares should be able to help you there.
Ok, that means it's probably as stated either one of the connectors or some of the lines are broken.
