I'm not 100% but if Clio motors are like most they run a "hall effect sensor" internally that tells the motor when to stop after it's cycle, these are not available separately sO I would imagine it's a faulty motor.

If when you un-buckle it and it just flaps around then yes it's a failure as the belt is not doing it's job.

Garrett gt28 with forge intercooler, it's a low pressure ktec kit with a different intercooler, will be going low comp I think.
