It's % difference of circumference that matters in this case (so times difference in diameter by pi, then take a % difference from original circumference) but yes the difference is marginal. Especially when your speedo only does 30mph +0 -3mph by EU law from the factory(IIRC).

There's a front bumper removal guide with pictures in the guides section. Need to join up properly and pay the £12 membership for access though. I won't bang on about how it'll be the best £12 you'll spend on your Clio.
When talking about Mk2 RS Clios "FF" (Full Fat) specifically means a non-cup 182 (all the extras) that has had the Cup Spoiler Pack and Cup Suspension Pack ticked on the options list.
(So yes, his "FF 182" should have both the cup packs)
