not for those renault ones, they are pretty easy to remove, get a punch, small chisel or large screwdriver and knock it between the spinning collar and the nut, they are pretty brittle and break off quite easily. once removed knock a socket on to the remaining nut.
sounds clueless to me, blocked fuel pipes? nearly impossible.

you sure its not where metal filings from the manufacturing process have come out of the drain holes and rusted. Seems unlikely that its rusting from the inside out as it would be bubbling.

After 60k a lot does start going wrong sadly so you are going to have to expect to spend, if you sort those out and the cambelt has been done you 'should' have trouble free motoring.
you need a small chisel or similar and smack it between the spinny collar and the nut, the collar quickly breaks off and then you can knock a socket on, i do a few a week usually.
