Yep. The rotary switch needs to turn otherwise the car thinks the car is facing the wrong way.

Have you tried manually earthing stuff? Immobiliser issues can affect starters on mk2.

if it's a flashing red light there is a problem with the key or decoder ring around the key barrel. Have you tried the spare key? If not and the key does fail you will have to get a key from renault which is about £150 coded roughly.
