could be:-
1,handbrake cable
2,poor adjustment on that rear brake
3,handbrake lever arm on the brake shoe seized
4,worn linings or maybe contamination(eg-leaking wheel cylinder)
Did the foot brake on that side pass ok?
if its a sealed battery hasnt it got the indicator window on it. A small clear eyehole which you look down. If its got a red dot in the bottem then the batterys f**ked. Either the batterys faulty,alternators not suppling a charge,there is an excessive battery drain or a wiring fault.

Have you pushed the light lense off the adjuster mechanism/moter?(large black thing that twists and locks into the headlight casing. It attaches to the lense by a ball/socket connection)
Clio 2 phase 1 had an adjuster at the side of the handbrake lever. Unclip the lever trim to see it.
Clio 2 phase 2 have the adjuster underneath the car. You need to remove an exhaust heatsheild.
Have you ever looked to see if there is a connector in the roof for the remote reciever? If the main dash looms are the same then it could just be a case of fit door looms and the parts like you say.
If you recon your old box the parts will come to about half the cost of a recon box,youll have the trouble of stripping it/rebuilding it and there is no warranty if its goes wrong. Best overall to get a recon unit with a years warranty. Id just stick yours in and if it goes then get a recon box...

A heater matrix isnt electrical though. Its like a minature version of a radiator. Instead of the air cooling down the coolant the coolant heats up the air.
It wont make the vehicle brakes less powerful but might make the vehicle slightly harder to stop due to the wheel size but to be honest ive never come across or had a problem like this due to wheels. As eddie says it will affect the speedo so is this what your looking at.
