Take it to a garage is your best option unfortunatly tryin to work out a problem like this isn't easy.
Turning over refersto the engine starting.
I guess you have bigger wheel than what are normally fitted ie 16/17/18 etc if so thats will account for the ride and the rubbing.
New pads and disks shoulnd't squeek unless there performace stuff maybe they weren't installed so there a nice tight fit or they used cheaper copy cat or they...
Sounds like your top mount was catching. As regards the belt ring enault Uk its supposed to be fine for 36k changing its a 2.1 hour job the belts onyl a few quid though. Say to Renault its not fit for purpoise if it only last 21k. Get it chnaged though if they say it needs it as if it fails it...
Both lambedas can be trouble the second one detects the emmisions after cat and most of the problems are form that. The first one always has to be connected otherwsie you'll trow error lights.
The second (after cat one) could be disconnected on the 172 on the 182 due to different ECU...

Whats happens when you turn the key do any lights come on etc? Does the imobiliser light go out? Can you heard the throttle body wirling the fule pump relays etc cutting in?
There a multible of possible problems is the AUX belt under the bonnet in...
The imobiliser has to be unlocked for the engien to start though so the cars infact unloked just the doors are unlokced.
The problem legally is that you cannot under the road traffic act leave a car running with nooone sitting in the drivers seat on a public highway. If you start your engine...
Its a fixed requirment that they chnage the AUX belt but few places know. Its been a rule for ages all phase 2's have it I think.
AUdi/BMW/Merc all love charging a fortune. What did they charge you a nice cheap £250 or a "big" service at £500? Even that they always manage to find something...
Apex will give you the lower ride height but I'd got for handling so Eibach personaly then again I'd not bother spending on just springs save until you can afford to spend a bit on suspension IMO.
Blimy that a lot for labout its about 10 minutes to ch age that resiter pack at worst that labours for finding the problem and any decinet garages shgould have known thats a common problem.
A lot less than that I'd fit engine mounts for a living at that sort of timing.
However that what many garages will tell but as said I'm not writing two sets of time otherwsie people will start complaining saying the guide says 10 minutes to fit bottom mount and it took me 2 hours etc etc etc.
