I'd be looking at the ECU seeing as it isn't closing the fuel pump relay. Would've gone down the route of the immobiliser not being decoded properly but seeing as its worked on another car its wierd it doesn't work now.

Yeh as you've got projector lenses on the dip beam you could fit an aftermarket hid kit (circa 100 notes) assuming theres room in the Mk3 as i've never had a good look at one. Not "legal" as such but should be fine, its not just a bulb swap.
You'd be better off finding which two wires get 12v when the boot is opened and lose it when you shut to boot. Then use that to power a relay to turn the neon on and off, then you don't need to worry about the current that the neon draws being greater than the circuit is rated/fused for.

iirc all the D4F engines (1.2 16v) are electric throttle whether they be in a late Ph1 or Ph2->. All the other engines are cable in the Ph1 and electric in the Ph2->, its obvious to spot as theres no throttle cable going to the body.
Theres no ISCV on renault engines with an electric throttle! Only the cable varients have them as with an electric throttle the ECU just opens the throttle to provide the same feature.
Yeh try coils as it sounds as if its misfiring but its hard to tell from that video.
