172/182 Master Cylinder question

Ok so my mum has a 182 and my dad has a ph1 172 and there is a slight difference in pedel travel on both, on the 182 the car seems to be braking as soon as you touch the pedel and in the 172 there seems to be a bit of travel before it bites, the brakes have been bled with new fluid using proper equipment and pressure tested with nearly new disks and pads on both. Did they change the master cylinder from ph1 to ph2? or is it just going to be a case of a very very slightly sticking piston on the 172?
