Are my Needles in the correct position?

  Monaco Blue 172
i was thinking about replacing my dials for some lockwood ones, but just out of Curiosity i think mine have been taken off before, they have marks by the needles (as pictured below) as when you take them off with a fork ? or other removing item?

also i was wondering if the needles looked to be sat in the correct position (with the engine off)

when i turn my engine off the needles seem to drop from where they are now,

(below the lowest rev counter mark + onto the bottom of the last speedo mark)

then go back up into this position.... is this correct?
