Are top mounts supposed to do this? (video)

Posted this in my other thread but it now has wrong thread title, so thought i'd get more joy in here..

This may be a very stupid question but i'm trying to track down a squeaking noise, are the top mounts mean't to rotate like shown in the video at 0:15 onwards?
