Clio Dynamique intermediate wiper setting doesn't work.

I've searched all over the net but cant find anyone with the same problem, basically my wipers will only work on the 3rd & 4th position on the stalk. position 1 is off then the 2nd click should be intermidiate speed and then the speed can be controlled with the dial on the stalk, but no matter where i have the dial the wipers wont work at that speed at all.

Is there a relay or fuse for the intermediate setting ?

Anybody know what i can try ? as when its raining lightly i have to have them on quite fast and its annoying me.
