Crap brakes on 182

My standard 182 just had a new set of rear discs and pads a week or two ago. The fronts are fine apparently. When I try to stop in a hurry there's a serious lack of bite and really inadequate power compared to my brother's also standard 182. There's nothing obvious at fault - can anybody shed any light?

edit: the brakes are better than they were before the rear discs/pads were replaced (but they're still poor)

rear brakes do very little at all. I'd check your fluid/consider changing it.

There's plenty of fluid, but I'll have a look at changing it if that might make a difference.
