What's the easiest way to create a website?

Does Dreamweaver (or equivalent) have templates built in that you can customize?

Bearing in mind I very little web building knowledge, what's the best option?

If you've got the server to run it on, install the free version of Microsoft SharePoint.
Ready built website with all the functionality you'll ever need.
MS SharePoint Designer (formerly known as FrongPage) is also free these days.

When I was looking up same thing before Dreamweaver did seem to be general consensus, haven't got round to it yet so not 100% sure but I think it does have templates.

You can download free html/css templates online and hack them about to your hearts content.
