front bumper clio 182

so i need to take the front bumper off to fit a new ballast, but the bolts behind the wheel arch's are not coming out ones rounded off an the others lose but just turns.

I wanted to fit a new head washer nozzle..(mot) I tried to get the nuts of the wing.. rusted.. so I took the wheel off, and arch .went in that way..not sure if you can.. would save you a lot of messing

if you cant, soak nut/bolts in wd 40 ,one that turns try a hack saw, there are a few bolts under the bottom of the bumper to..
all I know every thing on a clio is a nightmare to get at..

Mind and silicone the ballast after- better being over cautious
