How do you know if your rear calipers are seized?



My rear wheels seem to be getting covered in brake dust very quickly, which I find rather odd as I thought they don't really do much on a FWD.
I've jacked the rear up, and tried spinning the wheels by hand with the handbreak off. They're is some resistance, how much is normal? They don't spin freely as such, if I stop turning, they don't carry on spinning..
I've got my rear wheels off today, so is there anything else I should look for?

Once you took the pads out did you push and pull the whole caliper to and away from you to check the sliders were not seized?
