how do you measure a wheel

Probably a stupid question, but 3 of my mates have 3 different ways to measure a wheels diamater - and each of them thinks they are right!

So from which colour line on the left, to which colour line on the right is the correct measurement of a wheels diamater?

I was in the pub with them earlier today and they were arguing about this for 2 hours!

Which way is right so I can shut them all up?
