primer - doesnt really matter. but you'll probably want normal primer and filler primer to aid the sanding process.
final colour - also what white has anyone used for there wheels? i like bmw alpine white, but they're all fundamentally the same. alfa pearl white is also nice.
lacquer - again doesnt really matter, although you may want to buy a tin of petrol resistant lacquer to give them a top coat in.
