screaming nosie between 2k-3k revs

ive had this problem on my 182cup for a while now but nobody seems to know for sure what the nosie could be, ive been told it could be a heat shield ratterling or a stuck lifter? ive just read through some old posts but mine doesnt make a nosie when its just ticking over unlike some of the other cars ive been reading about, mine screams at about 2k onwards and some times the variable valves dont "kick in"...... any help and info would be greatly recived thanks.

ok... is this an easy but costly job? i was thinking about getting the cam belt changed, so could it be done at the same time as its in the same area? thanks for the info guys!!
