Squeaking/Rubbing steering wheel/wheel

Car  dCi 65 + C2 (<Sold)
Wow what a vague topic title.

Anyway when I turn the wheel it doesn't feel stiff or anything but there's a squeaking/rubbing sound, it's quite prominent, so I pulled over and turned the wheel through the window whilst standing and looking at the driver's side tyre, thinking it was rubbing (as that's what it sounded like, rubber rubbing against the wheel arch) but no, there was plenty of clearance.

So I'm absolutely stumped! Is this serious? :(

It started doing it earlier today. It does it every time I turn the wheel more than half lock. This is terrible, car is going in the garage tomorrow to determine whether my aux belt is too tight or I need a new tensioner. That shouldn't be related to it but I'll ask the guy anyway.
