strut top moves, is this normal

i went to do the fix for creaky top mounts yesterday where you remove the top mount nut and rubber bit, then put a 40mm washer underneath, and i noticed that when i push down on the front of the car, the strut and rubber bit move upwards, as if they are loose!
is this normal, i have a vid if anyone needs to know what i'm going on about!

Its normal.

As above they will also pivot with the steering.
