Personally feel that the Auto Glym Bumper Care is perfectly sufficient.
Goes further, but will not last as long.

like i said on clio197 there impossible to remove and ive tried everythink i could think of inc sitting in a bath of APC for a few hours and even a tar and glue remover but to no avail

Personally I find that spraying it Satin Black is the best option. Matt finish and less of the f**king about when it comes to polish/water marks. Yes it's cheating and not really detailing...but whatchagonnado?
strange that the water has done that to be honest. AG bumper car is the best plastic stuff you can buy. Very durable and a great shine. Best doing one coat, then buffing off. Then apply again leaving it to soak in. Looks sweet as.
You could try quick detailer wipe down, IPA or rubbing peanut butter into it (usually for polishing stains, but will probably do the same there too.)
