A touge (pronounced: Tougé) is the japanese word for "Mountain Pass" but it generally gets mis-used to mean simply any winding road which is not built for race purposes. EG: bumpy surface, wet leaves, no run-off zone, etc.
The term "Touge Monster" comes from a Japanese series called BMI, where the "Touge Monster" is a Kei-office tuned AE86 Toyota Corolla (1.6 DOHC Normally Aspirated) owned by Keiichi Tsuchiya. This "Monster" beats all other cars through the timed section of the touge, including R34s, STi Spec Cs, S2000s, Silvias, Etc.
Its astonishing to watch, and although the lil' 1.6 A4EG engine is tuned, it just demonstrates that its not all about power. :]
