verifying owner of private plate

Im thinking of buying a number plate from another ClioSport member.

It will be impossible to meet up. Is there anyway to validate if hes the actual owner of the plate ?. I would have to send the money before he can submit the transfer forms to DVLA.

Any suggestions ?
